SS-1-014, Support of the Institutionalised clients integration into local communities on the example of Banska Bystrica pilot region

In Slovakia, social care is based primarily on the supply of traditional institutionalised services with prevailing whole-year residential services. In many cases, those services are provided in larger isolated institutions. The process of de-institutionalisation in Slovakia is on the beginning, accompanied by many problems having roots in the lack of knowledge and capacities of alternative services, lack of confidence, and often aversion to health disabled persons (ZPO). Our project aims to reduce all mentioned problems. It is targeted mainly on adult clients of existing social service houses (DSS) in Banska Bystrica region (BBSK).

After mapping the process on central and regional level, it plans to monitors all DSS and their client needs and possibilities. It then monitors capacities and attitudes of all communities, alternative service providers and other institutions possibly dealing with ZPO to achieve full integration (NGOs, Supported employment agencies, sheltered workshops, employers, health, education and cultural institutions,...), via structured interviews and survey. Institution register will be designed to increase co-operation.

Increasing motivation and trust will be achieved through: information campaigns about DI (through publication and two conferences); presentation of experience and lessons learned from experienced country (Norway); and the presentation of good practices, personal stories, etc. Norwegian partner will provide foreign expertise through well-known expert (Jan Tossebro). Slovak partner is BBSK.

Project goal: Integration of the present clients of Social Service Houses into local communities in Banska Bystrica Region. Goal of the project is also to support de-institutionalisation in the whole country with inspiration from Norway.

Main outcomes of the project:

Integration of Social Services Houses (SSH) into the local communities:
-          4clients planned for integration into the local communities
-          1 closed SSH
-          4 integrated clients
-          4 clients, transfered from SSH services into alternative services.

Creation and development of local communities:
-          1new community
-          1community where new services are planned
-          1community where new capacities are planned
